Background
On September 30 of 2020, the President Xi Jinping conducted speech at the United Nations Summit on Biodiversity: Guided by the vision of building a community with a shared future for mankind, China will continue to make arduous effort to promote its nationally determined contributions. China will adopt more powerful policies and measures to make carbon dioxide emissions reach the peak before 2030, and strive to achieve carbon neutrality by 2060. Therefore, there are greater efforts and contributions to achieve the goals set by the Paris Agreement to address climate change.
On fifth of March in 2021, Premier Li Keqiang of the State Council made a government work report and pointed out that “greatly and solidly work on carbon peaking and carbon neutrality. Formulate the Action plan of Carbon Emission Peak before 2030 ", at the Fourth Session of the Thirteenth National People’s Congress,

During the preparatory stage of big events, PONY determines the boundary of greenhouse gas emissions, estimate greenhouse gas emissions amount, formulate and publish carbon neutrality implementation plans; analyze the controlling greenhouse gas emissions potential, propose emission reduction measures, and carry out actions of reducing emission; at the final stage, calculate greenhouse gas emissions, take offset measures to complete "carbon neutrality" and make a public statement to the society.

PONY is the governing unit of the Alliance of Carbon Emissions Trading, China Energy Conservation Association. It has completed the verification and validation work of annual greenhouse gases emission for more than 450 enterprises, which include the key enterprises and covers eight major industries that are contained in the national carbon trading market, organized by Shandong, Guangdong, Xinjiang, Ningxia, Heilongjiang, Qinghai, Liaoning, Shanxi, Tianjin, Shenzhen and other provincial and municipal governments.
PONY owns the carbon emission technical team which is composed of dozens of intermediate and senior engineers, many of whom have the qualifications and experience from working on the United Nations CDM project as lead auditor. PONY also has extensive experience on the multiple projects such as China's carbon trading in experimental cities, technology pathways of carbon peaking, inventory compilation of greenhouse gas emission, low-carbon topics, and etc.
