In order to control the pollution of electronic and electrical wastes on the ecological environment, in February 2003, the European Union promulgated the RoHS Directive on the restriction of the use of certain hazardous substances in electronic and electrical equipment, which stipulates that from July 1, 2006, six categories of hazardous substances are prohibited for electronic and electrical products entering the EU market.
Revised draft:
On December 3, 2008, the European Union issued the revised proposals of WEEE Directive (2002 / 96 / EC) and RoHS Directive (2002 / 95 / EC). The main contents of the revision are as follows:
1. Changed the legal terms and clarified the scope and definition of the directive;
2. CE mark and EC declaration of conformity of products introduced;
3. Bring medical devices, control and monitoring instruments into the scope of RoHS directive in stages;
General medical devices and monitoring equipment (applicable from January 1, 2014)
In vitro diagnostic medical equipment (applicable from January 1, 2016)
Active implantable medical equipment (whether it is necessary to be included in the control scope in 2020 review)
Industrial monitoring equipment (applicable from January 1, 2017)
4. A new Appendix III is added to list the priority substances to be evaluated. The same assessment mechanism as reach regulation will be adopted, which may be included in the control scope in the future, including:
■ Hexabromocyclododecane (hbcdd)
■ Phthalic acid (2-ethylhexyl ester) (DEHP)
■ Butylbenzyl phthalate (BBP)
■ Dibutyl phthalate (DBP)
Second revised draft:
After the publication of the revised draft ROHS directive, it was widely discussed by the industry. Therefore, after collecting opinions from all parties, the EU issued the second version of the revised draft on September 3, 2009. The second draft extends the scope of control of RoHS directive to all electronic and electrical equipment (except for weapons, munitions and military war materials, parts specially designed for another kind of equipment not covered by this directive, and not intended to be put on the market as a single functional or commercial device), and the original product list has been deleted. The 20 exemptions for medical devices remain unchanged, while 8 exemptions for monitoring equipment are added.
