Because of the increase in the concentration of greenhouse gases, global warming has already seriously affect the natural ecosystem and human living environment, and it has become a major problem that needs to be solved urgently for human society. The Chinese government highly value the issue of climate change. The governments from different level have carried out the compilation of greenhouse gases inventories for many years. The scope of the inventory includes energy activities, industrial production processes, agricultural activities, changes of land use, forestry, waste disposal, and etc. The state issued the "Provincial Greenhouse Gas Inventory Compilation Guidelines (for Trial Implementation)" in 2011, requiring all provinces to formulate work plans and compilation methods and organize the compilation of greenhouse gas inventories. The implementation of the compilation of greenhouse gas inventories is an important basic work for fulfilling the national and provincial arrangements responding climate change, for promoting climate change response, and for achieving greenhouse gas emission control goals.

Preparing the emission inventories of Green House Gases 

PONY would clarify the inventory preparation method, and introduce the data sources and calculation methods of activity levels and emission factors, as well as accurately calculate emissions. PONY grasps the total amount of Green House Gases and the emission level to provide the basic evidence for decomposition of carbon emission intensity reduction target in Suizhou city.

Establish and improve the data information query system of greenhouse gas inventory 

Improve the information system that integrates data collection, analysis, query and management of greenhouse gas emission activity levels, efficiently manage inventory data and information, and build the foundation for normalization and standardization of inventory compilation.

Implementing the Process

The working ideas of preparing the greenhouse gas inventories are as follows: to illustrate the greenhouse gas emissions status from the five major areas such as energy activities, industrial production processes, agricultural activities, land use change and forestry, as well as waste treatment; clarify data source of activity levels and emission factors; trace and verify suspicious data and missing data; calculate greenhouse gas emissions and improve the accuracy of data.

PONY is the governing unit of the Alliance of Carbon Emissions Trading, China Energy Conservation Association. It has completed the verification and validation work of annual greenhouse gases emission for more than 450 enterprises, which include the key enterprises and covers eight major industries that are contained in the national carbon trading market, organized by Shandong, Guangdong, Xinjiang, Ningxia, Heilongjiang, Qinghai, Liaoning, Shanxi, Tianjin, Shenzhen and other provincial and municipal governments.

PONY owns the carbon emission technical team which is composed of dozens of intermediate and senior engineers, many of whom have the qualifications and experience from working on the United Nations CDM project as lead auditor.
