Therefore, the concept of "environmental stewardship" was formally put forward in the field of environmental protection.

The so-called "environmental management" is a kind of "contract environmental service", mainly refers to the environmental protection service enterprises to provide comprehensive contract environmental protection services for the government, for enterprises, and for the park, and then charge according to the result of pollution control or profit. It is an emerging new business model of environmental pollution control.

Through regular "physical examination" and "consultation", "environmental housekeeper" puts forward early warning and targeted measures in time, so as to avoid environmental accidents and let professional people do professional things. In July 2019, the National Development and Reform Commission and the Ministry of Ecology and Environment issued the Notice on Further Promoting third-party Environmental Pollution treatment in Industrial Parks, in which a number of industrial parks (including economic and technological development zones) were selected to further promote third-party environmental pollution treatment.

Implementation scope：

In service of major national strategies, third-party governance will be implemented in parks in the Beijing-Tianjin-Hebei region and surrounding areas, the Yangtze River Economic Belt, and the Guangdong-Hong Kong-Macao Greater Bay Area. The Beijing-Tianjin-Hebei region and its surrounding areas focus on third party governance in steel, metallurgy, building materials and electroplating parks; the Yangtze Economic Belt focuses on chemical and printing and dyeing parks; and the Guangdong-Hong Kong-Macao Greater Bay Area focuses on electroplating and printing and dyeing parks.
